137th and 285th Squadron Operations Renovation

Modernized for Mission: Reconfiguring Building 1040 to Power Special Operations

Originally built to support C-130 operations, Building 1040 had never undergone a major renovation and was not configured for the evolving missions of the 137th Special Operations units. With over 150 personnel and four distinct user groups—including Communications, Support, Intelligence, and Command Post—the facility needed a complete overhaul to meet modern operational demands. Compounding the challenge, it also serves as the central communications hub for the entire base, requiring uninterrupted 24/7 operations throughout construction.

As Designer of Record, FSB provided full design services across all disciplines, along with planning, programming, environmental documentation, and construction phase support. The 26,258 SF facility was reconfigured with secure mission spaces, new office layouts, upgraded finishes, and fully modernized building systems. Improvements included advanced cybersecurity measures, Direct Digital Controls (DDC), upgraded HVAC and electrical systems, a new lightning protection system, and energy-efficient materials. Secure spaces were designed to ICD 705 standards, while fire suppression and mass notification systems were updated to comply with UFC and NFPA codes. Design elements support the option to operate as an Emergency Operations Center (EOC) if needed.

FSB’s design team worked closely with base leadership to resolve critical technical challenges, from consolidating communication lines into a new secure vault to upgrading emergency power systems including a replacement generator capable of withstanding the building’s capacity requirements. Midway through design, when units requested space reassignments, our team swiftly reconfigured floor plans without delaying the project schedule. The result is a resilient, energy-efficient, and mission-ready facility that now supports the full spectrum of the 137th Special Operations Wing’s communications, intelligence, and command operations while ensuring continuity of service for the base’s vital communications infrastructure.
